Hurts has a wide range of outcomes. He could land in the top tier or be buried on the waiver wire by season's end. He's on an exclusive list of elite rushing quarterbacks with Kyler Murray and Lamar Jackson, which would make him a safe play if he's the starter for the entire season.

However, he's not a safe play because of the presumed lack of job security. The organization has failed to commit to Hurts as their bonafide franchise quarterback, largely because of the glaring inaccuracy issues he showed last year percent completion percentage.
